A VOG, short for Verklaring Omtrent het Gedrag, is a Certificate of Conduct issued by the Dutch government. It confirms that your behavior in the past doesn’t pose a risk for the job or purpose for which the certificate is requested. Expats may need a VOG for employment, residency, volunteering, or other official matters.

Who Needs a VOG?

You're typically required to obtain a VOG if you're:

  • Starting a job in education, healthcare, or childcare
  • Applying for residency or naturalisation
  • Becoming a volunteer in sensitive sectors
  • Applying for a job involving confidential data or financial responsibility

How to Apply for a VOG

There are two main ways to apply:

  • Via Your Employer or Organisation: They submit a request through the Justis Ministry portal.
  • In Person at the Municipality: You’ll need a valid ID and a completed VOG application form. Costs are around €41.35.

How Long Does It Take?

The processing time is usually between 2 to 4 weeks, although in some cases it can be faster. You'll receive a printed VOG by post.

What Happens If You’re Rejected?

If a VOG is denied, it means there's something in your criminal record deemed relevant to the application. You have the right to appeal the decision or request more information from Justis, the body responsible for issuing VOGs.

Can You Get One Without a BSN?

Yes, in some cases you can apply for a VOG even without a Dutch BSN, especially for foreign employers. This is called a VOG voor buitenlandse organisaties.
